My next question is: It says I can only make 2 more giveaways, why is this?
Although someone won my first one, he has still yet to accept my steam request or answer the email I sent him :(

The more giveaways you do that get marked received, the more it will allow you to do. Currently I can do up to 50 at once.

From the FAQ:

Why is there a limit to the number of gifts I'm able to give away?

We limit the number of gifts a user can create for security purposes, and to prevent a new user from potentially posting a large number of invalid gifts to the site. When you create giveaways and your gifts are received, this number will increase, and you'll be rewarded with the ability to create giveaways with a greater number of copies, or more simultaneous giveaways.

You unlock giveaway slots as you create giveaways , and they get marked as received .

The more giveaways you create the more slots you will have in future to create gibs .

Thats to combat the fake giveaways ( new users are limited to 3 giveaways )

Question has pretty much already been answered so I'll just add that you get one extra slot for every 3 GAs that get marked received.

Also, it's only been 12 hours since your first giveaway ended. Be patient; he's likely busy with something else. :) If you don't hear from him in a week, you can request a new winner.

They have seven days to accept your gift, vice versa you have seven days to deliver. If he doesn't mark it as received, nor activate the game itself within these seven days, you can file a ticket with support and ask them to reroll for a new winner.
