Against the terms of service, not illegal. I don't think you'll get put in jail for it, but your account might get deleted :P

Note also you are responsible for ALL ACTIVITY on the account. I would be a zillionaire if I had a penny for every single time some moron came on the VAC forums and said 'my brother/sister/uncle/roommate/cat/parrot cheated on my account". DO NOT GIVE YOUR ACCOUNT PASSWORD TO ANYONE. Period. You will regret it.
