Well it's not crap without the DLC. And honestly the level scaling after 50 and in UVHM can be pretty broken. You can play through the game on any of the four original characters in all three difficulties just fine and enjoy yourself. But the DLC does add some nice weapons and item variety to the game, more boss fights, and the increased level cap. It depends on how much you like the game.

It's not crap, AFAIK only DLCs from GOTY that really affect main game/storyline are new characters and level cap, so you can easily waste around 100 hours playing each character without needing DLC at all.
But seeing how main game cost 7 euro and GOTY 11 euros it's waste to buy main game alone, as you'll never get GOTY content for €4. But then GOTY doesn't have all DLCs and to get "all-content-edition" you'll need to pay even more later...

If you've already bought BL2, then by the season pass, UVHM AND TVHM upgrades, and I do recommend the headhunter dlcs which don't even come in the GOTY. The rest are all skins.
Also, you can complete BL2 normal before you use the DLCs. Although I'd say buy them now while it's on sale

Borderlands 2 is quite fine without the DLCs. Most worthwhile content I found on the GOTY edition is the chance to play the game as Gaige the Mechromancer. It's by far the most awesome and fun to use class and adds a whole new dimension to the game. Not Krieg the Psycho, though, he sucks.Sounds really fun in theory, but believe me, it;s the most annoying and unbalanced class possible. Worse than the Gunzerker.

Steam needs to have a bridge the gap DLC offers for people who play the base games for say 50 hours, get an offer to buy the remaining game at lowest sale price + $1 or something like that.
Or simply place DLC content for sale at the same price as the difference between base and goty.
Or provide the base game as a gift if you open a complete/goty version on top of the base game.
Because a lot of the DLC stuff gets really annoying, especially for early adopters, the biggest fans overpay for everything.

Ok so I bought the borderlands 2 + borderlands GOTY pack thingy. Afterwards, I watched total biscuits video, where he said that was a waste and also I was reading the forums and apparently borderlands 2 is crap without dlc? So should I buy borderlands 2 GOTY, effectively getting the dlc for £8.74 instead of however much it would be, or is it fine to play without the dlc?
