Nah, it's just private giveaways. Either he made them himself with other accounts (which is against TOS), or he bruteforced the URLs (which is against SOMETHING but I'm not sure what).
OR this is a new scheme for forging a positive rating: Create a private giveaway, give the URL to only one friend, and have him rate you up without sending a game. One might think this'd be for generating points, but private giveaways don't generate any.
