I created a giveaway for a game worth 20 points (Hacknet - Deluxe Edition), but I'm still level one. As far as I can tell, it isn't listed as a non-contribution item. The recipient marked it as "Received". Is there a waiting period, or do they just need to activate the key or something?

It is a free game, so you do not gain CV for it.

When you create a giveaway, the game you pick in the search box can have asterisks next to it's name. Hacknet has 2 stars next to it's name, meaning you receive no CV from it.

Damn, that sucks. Don't know how I missed that. :/ Oh well, guess I'll be more observant next time. (Not that it really matters, since I have the base game already, but I'll know for next time thanks for the help). :)

The CV is retroactive. At the point you created your giveaway it may showed you that you will be granted CV. But as this game was free on HB it was added on the no-CV list. Even if you got CV from it(giveaway before game was free on HB),it would be removed from your total CV from the moment the game got added on the no-CV list.
It only happens if the game gets bundled. You receive 15% of it's value in CV. Otherwise you don't lose CV if you gave it away before it was given for free.
