Meh... Too bad. Back in the days it used to be like that:
Redeeming key of a game you own: "you already own game xyz " -> install page, key stays unredeemed
Redeeming key you don't own: redeemed
Redeeming already redeemed key: "duplicated key" error

As far as I know it can in fact get used up if it's a different AppID. There's lots of stories of people activating a key for a game they already own because of this. Usually though, the key would not get used. It depends on the game.

No it isn't. It's only used up if it successfully activates; i.e., you don't already own the game.
