My parents used to have a fansubbing group by the name of Tomodachi Anime, waaaay back when the subbed videos had to be mailed out on VHS tapes, so I was introduced to anime and seiyuu many many years ago ;D

http://www.itstoohard.com/create, on the right side, it instructs you for it. You can use Chirbit. :P For cutting down audio, I'd advise you extract the audio, which will be the shortest step, should only take seconds, and then use an audio cutter to take out a portion, usually also takes only seconds. ^^
