There are plenty of scamming phishing bots adding Steam users all over the place. You might get (un)lucky. Choose your Steam friend carefully.

You are best off going into the Steam forums for the games you own, most have sections for looking for people to play with. Find some people there and play with them, if you enjoy playing with them, add them. I also suggest just playing co-op games with randoms, if you enjoy playing with them, add them.
