Do people do them, is there a separate site like steam trade in which they do? Any clubs do it?

Second question, someone owned the base game but gave them the complete pack, would it show the expansion in his game inventory or can you not see other peoples DLC?

Giveaway or trading? There are groups on Steam dedicated to card trading. I don't know of a site dedicated to giving them away. I've seen people do raffles in these forums for cards though.
