Can't find a game (Pid) for giveaway?

Trying to start a giveaway for http://store.steampowered.com/app/218740/ but it's not in the list. Please advise.

it was free, you cannot create giveaways for it

Ah, I didn't realize it was free, I thought maybe it was one of those things I bought for 90% off or something.
