I doubt it. There might be an initial rush, but after that...
Remember, games that are now permanently free still can't be given away. The vast majority of games on the no-value list are going to be games that had one or two free giveaways, possibly years in the past. People had no reason to stockpile those keys (and still have no reason to do so), so what you'll see is occasional giveaways for some of them (often just when they happen to be in a bundle rather than from the original free giveaway). In theory someone could stockpile a bunch and dump them all, but I imagine it won't happen much.
I might suggest having no-value giveaways not appear on your total number of giveaways in your profile, though (so they don't affect your at-a-glance ratio.)

What is the difference between No Value Games and Free Games? The free games will be a no value game after a period of time? Why free games? Why not just put every free game at the start on the no value list?

An example of a No Value Game would be a game where a developer gives away 100,000 copies on another site. Users have obtained a lot of keys for free so it should no longer give users contributor value, but at the same time the game is still available for sale on Steam, and users that missed the giveaway would like a chance to win a copy of the game.
An example of a Free Game is Dota 2. Anyone can redeem a copy on their Steam account right now, and there's no purpose in having giveaways.

It doesn't only apply to Steam prices. For example, if a developer decides to give away free keys on their company website for the month of August, then we'll disable their game from the giveaway list for the month of August. Once they stop their free promotion, we'll bring the game back, but for no contributor value.

The games should be removed from the giveaway list while they're free. That being said, if they're only free for a few hours or days, there's a good chance we won't get around to temporarily removing them for that short of time period. However, we will assign the game no value with a date matching the start of the promotion, so all giveaways after that point will not be generating contributor value.

Are you going to reduce the SG point value to 0 to reflect the ones like this or keep them at their store value? I'm hoping you will reduce them to 0. As far as groups are concerned ratio and value difference are big rules in some groups. Imagine $15 x 10, 20 or even more copies for something involved in a free mass giveaway.

I'm afraid I wasn't able to find that, and I must have missed it when it occurred in spite of keeping track of giveaways like that here and on Reddit. Once a game is given away for free in big quantities it used to be removed totally from SG (now it will become No Value Game instead) in order to fight possible exploitation. You could farm free game multiple times using multiple accounts to earn coutless amount of Value and levels on SG otherwise.
So for you it's actually good change - previously all Dead by Daylight GAs were prohibited because of these free GAs, now you will be able to win this game if someone decides to make GA for it.

Very interested in the Reduced Value Games. Does this mean if a game was given away before the set date, then it retains its full value? I always assumed this would be a huge amount of work for the site to implement.

Most likely for some other reason then been free on steam (or some mod thought to add them to the list for the time that the game was free and just forgotten to take it away).
Jotun was free for example and you could make a giveaway for it even while it was free.
Then again, both games that you mentioned are not sold in steam if that has something to do. Why Payday 2: ultimate edition is missing, I have no clue, I'm pretty sure that has never been free anywhere.

When you give away a game that was free in the past for no CV, does your number of "gifts sent" go up? I like the idea of being able to give these games for 0 CV because there are a lot of people that miss out on the free offer, but I feel that the giveaway creator and winner should not have their "gifts sent" and "gifts won" increased for this because this will cause people to hoard free games to create a ton of giveaways just to inflate their number of giveaways sent. This will make that number useless and if there is a limited number of keys available, people that actually want to get a free key for themselves will have less of a chance because of all the people hoarding as many as they can to give away here.
Edit: I'm not sure if others will agree with my opinion, but even if they do, it does not sound like an easy thing to implement to have certain giveaways not count towards your games sent and won.

Technically same happens with numbers vs real-cv too. Maybe this makes people look closer on that instead of just the absolute numbers. Considering offers of 500keys for 1 or 2 cent each or the whole dev-key scenario, it wasn't so clear since quite a while already.

Many groups will have to make broad adjustments to accommodate these changes when recruiting members, SGTools users will have to make adjustments with how they make giveaways, etc, etc, etc.
Real CV may be "important", but won:sent still plays a very big part on this site.

I don't really see how most people can "horde" a ton of free games to inflate their numbers since they were only free in a limited amount of time with sites like steam letting you add to your account or humble bundle where free key has an expire date to redeem. Of course if people really want to inflate their number it's easier to buy a few hundred of those .01-.05 cent trash games from "resell" sites to give away.

I think there are many sites that give away free keys without any means to prevent people from taking as many as they want. People hoard the keys and then sell them when the free offer is expired. I recently saw a thread here on SG where someone was posting tons of keys that were free in the past (probably hundreds). I don't know how they got they keys, but I imagine they farmed them when they were free.
Also, I don't think the free keys on Humble ever expire, just the link to get the key on their site will expire. If you view the key and save it somewhere, it should be good forever.

They may be worth 0 to people that were able to get a free copy or have something to trade for it, but if there is no more free promotion, they can sell the key for less than what Steam is selling it for and people will buy it if they want the game.
I'm pretty sure they are not from bundles because they were games that were free in the past and they had like 20 copies of some of the games. I tried looking for the thread, but I can't find it. I have seen other similar threads in the past.

all of those were given out multiple times and several were bundled cheaply often. Those who closely follow free game promotions could have gathered that amount without cheating or hording, but simply taking one each. Goes to show how often some games were tossed out.

Members of SG or other sites that offer trading may know better, but that is a small part of the internet. I bet a very large percent of gamers have never heard of SG and have never considered trading or just don't have anything to trade. If they don't have a problem buying from a site like G2A and they see a $3 or $5 game for $1.50, they will most likely buy it there. They do the same thing with selling cheap bundle games so why would you think they wouldn't do it with free games after the free promotion ends? They have nothing to lose.

Those willing to buy there are a) likely to know about trading and b) still won't buy the junk from the list. Only very few high demanded once free games retain value. Dark Souls for example.

So no, you can't make money with these. There is a reason that guy/people toss out the keys in public. They wouldn't if those could be sold.

That's not a bad idea to count them as a win. I don't think they should add CV to your wins, but adding a game won would be ok. I also think they should cost points to enter to discourage game collectors from enter every 0 point giveaway just to get a +1 on their Steam account instead of people that may actually want to play the game.

That would be fine, but I don't see a reason for it. They were free and that number probably won't mean much to anyone viewing your account, so why show it? I just like the idea of being able to give away free games for no value as a fair way to give the game away without just dropping the key in the discussion boards and having the first ninja or bot grab it as a +1 to their Steam account.

I have a lot of keys as well that I bought in old bundles and then they were given away for free so I couldn't give them away here, I think I had around 70 at one point before I started giving them away. The problem is that the number you see there will be mixed with games that were given away in mass for free and most people will just give away hundreds of free games and have a large number there. People that look at that number on your account will just assume it is mostly games that were free, they won't realize that they were games you paid for in the past, so I don't see the point.
I don't mind either way, I just thought it would be more complicated for the site to keep track of and maybe a bit more confusing for people looking at someones profile.

Yes, I know that. Having a separate number won't be confusing to most regular users of the site, but just look at how many threads are created asking how to level up or gain CV. There will probably be just as many threads asking if there is a benefit to giving away free games when they see the free giveaways counted on profiles.

That's true. I also wonder how many threads are going to be created by people asking why they created a giveaway, but are still level 0 or their CV didn't increase. There are already a lot of threads asking why the game they want to give away is not on the list, now they will be able to create the giveaway, there will just be a ** next to the name of the game. I'm sure most people will not know what that means or not even see it. It would be nice if there was an actual warning box that shows on the page when you select a free game to give away letting you know the game was free in the past and that you will not receive any CV for giving it away.
Edit: It looks like a change was made recently to address this problem and there are now descriptions below the game selection box that say:
* Reduced value towards your contributor level.
** No value towards your contributor level.

It doesn't list the dates they become "no-value", and it requires forum user for maintenance. A built-in page of the site automates the process and it will be helpful for calculating accurate CV.

So you still need what that date or point is, if you need to know your current contributor value based on the giveaways you have finished and successfully received by winners. Basically the same principle as how you would calculate CV for games that are bundled.
Giveaways created before that point still give original value (or 15% if after bundled date), and no value if created after that point.

Hi SG, a few changes to the site today related to games and contributor value. In the past, the site had three types of games:
The downside was we needed to block games and remove them from the giveaway list when they were briefly free, or posted in large giveaways outside of our community. We needed to do so to prevent users from obtaining a high number of keys for free, and giving them away for contributor value on SteamGifts. Unfortunately, this meant lots of great games were blocked and users could no longer send or receive them. Today's update allows users to start creating giveaways for these games once again, but simply for no contributor value. However, please be patient as we work through the 1,000+ games that were previously blocked, and add them back to the giveaway list when appropriate. We now have four types of games available:
