When you make giveaway, there is one final screen asking "Are You Sure" where you need to confirm it. Maybe you just didn't?

Maybe you was making, but in the last step you din't confirmed it? If you don't it never is actually created I guess.

Yup. More giveaways than people who actually own the game. Rather than landing themselves with a full-time job re-rolling these and suspending people who won it more than once/regifted, etc, Support have taken the step of suspending giveaways for this game.

Once Batman goes on sale, and more people actually own the game, there's a good chance that giveaways for this will be allowed again :)
