Create a new Steam Library Folder outside of Program Files or any other system created/managed folders (Ideally a new folder on another hard drive's root directory, or at least in the root C directory). Then take full control of that folder and then make the the game install into that folder. Find it's exe and take full control (in other words grant all permissions to all detected accounts) of it and ownership and grant it admin rights. One of those steps should bypass whatever protection is going on here.
Google how to create a new Steam Library folder if you don't know.
Also make sure you have UAC on at the regular level. Lots of people like turning UAC off to stop the annoying prompts but what they don't realize is that that doesn't actually turn off all protection, just the prompts, so sometimes you then get a permanent permission failure that you don't know about.

Assuming you have admin rights via an admin account, and youve gone directly to the game folder and attempted to run as admin on the game's exe, I would assume that the game is write protected and or access privileges are not tied to your account.
Did you copy the game files from a previous install or location and drop them in the game folder? That would sound right for not being able to run as admin.
So, navigate to the game folder in the steam directory, right click and click the security tab. You should see something like Authenticated users, system, Administrators (account name/administrators), and Users (account name/users). IF you see something like, Uknown account, followed by a bunch of random numbers and letters, remove these entries.

However, I am the administrator of the computer. Can anyone help?
