I'm not sure about buying or if MH has any region locked areas, but I know for a fact that you can use VPN to grab those free game offers Fanatical has from time to time and activate them without a problem. Sorry if this doesn't answer your question :)

LATAM (inc Paraguay) has region restrictions AND a run lock.
Check the SteamDB pages for countries in LATAM:
eg. https://steamdb.info/sub/316407/
If you can VPN to one of those other countries where it is purchasable, you should be okay.
However double check with an expert, I'm not the best with region restriction policies.

Hello, I am in Paraguay and I want to buy keys for Monster Hunter. However, because I live in this country, I cannot purchase directly from here. I was thinking about using a VPN to pretend that I am in the United States and thus acquire the keys.
My question is: if I buy these keys in the United States using a VPN, will I be able to use them in Paraguay or will they be blocked by regional restrictions? Also, has anyone used VPN for shopping without facing consequences or problems?
I'm looking for additional options for gifting games on the SteamGift platform, in addition to Humble Bundle, Gamersgate or Green Man Gaming.
