Is this RU language and ROW or only available to activate in RU and all languages or wtf is this?

That's just a normal copy of Dead Island from Russian store, has 9 languages and isn't restricted for activation.

Then you find the list which includes Dead Island ;)

It is restricted for all other countrys then russia. You can only activate it if you are in russia and you can also play it only if you are in russia

Also Dead Island is generally region locked, no matter what copy you have ,since it is not allowed to be bought in Germany.

Because it is not on the german steam store?

I buy my game in UK so i have all my games uncut and i have also game which are not in the german store.
Why? Because as a private person you can buy all games you want. :P
