I would go with not the brightest guy, based in his past behaviour. Trolling in such a consistent way as he does would take a lot of dedication (and on a site like this, it's like shooting yourself in the foot, if you want to win something, and he clearly wants to win games).
And the more visible Konrad's threads are, the more blacklists he'll end up on. He's made enough people angry with his severe homophobia that I think a whole lot of people want to see him get on as many blacklists as possible.

keep in mind that someone being in some shady group on Steam doesn't automatically mean he's doing something shady himself ;) People join groups for various reasons - for example to enter group GAs for these groups, recently a lot of users are "forced" to join shitload of shady raffle groups or curator groups if they want free games from gleam.io. I don't think I am myself in any autojoin-script group (but I may be wrong ofc, I focus only on a few selectede groups, the rest is garbage I'm too lazy to clean ;p) but I'm surely in a lot of shady raffle/gambling groups because of gleam.io GAs. It does not mean I'm doing any of this gambling nonsense thou ;p

I actually just used auto-join because the "Hide entered giveaway" wasn't refreshing automatically and it pissed me off to scroll the wishlist.

Ich war stinksauer. Er hatte Serious Sam First Encounter in HD gewonnen.
Nachdem ich mich verspätet hatte mit dem versenden des Spiels hatte ich ihm die Gold Edition gekauft.
Die Gold Edition enthält First und Second Encounter in normal und HD.
Aber er war unzufrieden damit dass er einen Giftlink bekam anstatt eines Keys. Bah.

Und ich mache deshalb schon kaum noch öffentliche GAs, weil ich das so unverschämt fand,

Tut mir leid zu "hören" das Du so'nen Stress mit Deinem Gewinner hattest.
Ich schreibe bereits in die descriptions miner GAs das ich dem Gewinner eine Freundschaftsanfrage senden werde und das sie den Key oder gift link im chat bekommen.
Seit ich das so mache hatte ich, glücklicherweise, keinen Stress mehr mit meinen Gewinners. Und sollte es doch mal probleme geben kann ich so zeigen, dass der Gewinner doch vorgewarnt war.... und somit ja hätte verzichten können mitzumachen. Zumindes die Leute die die 1 Zeile auch lesen.

I was thinking about that possibility but given the fact that he's saying thanks, I was expecting support to have sorted it out and that there is a final answer on the question: multi account or family, so that we avoid next time more drama (well, if he was permabanned, we would miss drama anyway).
