if you mean the Winter sale, then I have heard starting December 20. I'm sure they won't do the same contest as last year though, probably something different.

But, but the badges are a proof that you've defeated a gym leader, and you can't challenge the Elite Four and become the Pokemon master unless you have collected them!! We are talking about those badges, aren't we?? ( ^ w ◕)

Yup, too many exploiters from last year. Until they figure out some method of limiting it to one account per person (pretty much impossible), I doubt they would do it again.
