If you have no VAC Bans, your Real CV of public Giveaways should be at least 1.
It increases by 300 per VAC Ban

Ratio of Real CV - (1.4 No. of VAC Bans 2) >= 0.32
Similar to first condition, you need a Real CV ratio of at least 0.32.
The requirement increases by 2.8 per VAC Ban.

PHP has a pow($number, $exponent) function for exponential calculation, and you are right that "^" is actually bitwise XOR operation in PHP.

This is my first attempt to add VAC ban penalty into the formula - "you have to give way more if you are banned, but chance is still there."
Now that sgtools allows custom rules, I've been thinking of some sort of stuff that most people have never seen. It might end up coming with ridiculous formula though

So I just built up my Home Insurance Building. Being the world's first (commonly considered) skyscraper, it used steel as its main structure and had an initial floor count of 10.
As of the fact the building was located in the downtown area having dense population, security checkup has been enforced.
