If his main account has a steam gifts account here, then he would be violating the rules and you would be eligible for a re-roll.
So if I were you I would just try my luck and ask for a re-roll and provide evidence for your claim. Support will write back to you.

If it doesn't bother you then you can just send him your gift.
Reporting a user would take ages. So either you ask for a re-roll, which would be dealt like a "user-report", but way quicker, or you'll just let him do what he wants.
It's really up to you.

He won't, but the support personnel who handle rerolls cannot permaban. They suspend the rule-breaker and forward the ticket to the next level, where they usually perma him within a few days.

I'm not sure if that's what you meant but you don't need to create a separate user report when you request a new winner, the user will be dealt with at the same time as the reroll

Support can't do a permanent suspension, so we forward the accounts to moderators when needed and they add the suspension later
