You can not gift games if the reciever is from another region where the price of that game is over %10 cheaper.
So, bit risky, might require rerolls.

Sometimes when gifters didn't know if the keys were not duped, they created invite-only giveaways with rules in a topic and ask to people who want to enter to explicitly write that they agree to this rules (reroll/giveaway deletion...). Maybe you can try something like that at the beginning?
I personally didn't try that, just see it and don't know if it's against the rules of SG or not.

That could be an option, but having someone think they just won a game and suddenly say that I'll have to reroll seems like a shitty thing to do :s

If you make it invite only and set a level restriction you will probably get a winner you are able to work something out with. I had a winner I couldn't buy the game for yesterday so I transferred the money to him and he bought it for himself.
And Australia has higher prices than EU on some games so you should check steamprices.com first. it's ok to ask people not to enter on an invite only giveaway.

But yeah the german version is indeed cut, blood spatters are colored grey...

But at least it's getting better, while we still get cut games today, it has been much worse 10+ years ago.

Not exactly. For example, Artifex Mundi sells its games a lot cheaper in Europe. And they are not the only publisher who try to compensate, which means some products are actually quite cheaper here.
Plus if the Brits, in their infinite wisdom, would not have tanked their own currency, then they could have been the generally most expensive region instead. :)

It's perfectly possible and fine according to the rules. The new gifting system means you can't gift to regions that are 10% more expensive than your region, but since you're in EU1 that's not a problem for you.
In other words go right ahead! You do however take the risk that the person you gift it to is slow to accept the gift, slow to accept your friend request and so on, and therefore you can't guarantee that you can buy the game at the sale price. It is recommended that you create invite only give-aways, keep them out of reach of the bots, and be clear that you expect the winner to accept your friend request quickly.

Hey guys,
So, I've received a few games through Steamgifts and I think it's time to give back.
There are some games I love that are quite cheap on the Summer Sale, but with valve's changing of rules, it makes it hard to have giveaways related to those games.
So my question is, is it possible for me to create a giveaway for a game I don't yet have, then add the winner(s) on steam and gift the game directly through steam or is that against some rule? Are there any downsides to this I'm not thinking of?
