In Garry's Mod (and other source mods) A lot of models require models from Counter Strike Source. I don't have CS:S, and since it's more expensive and older than CS:GO I think I'd rather get GO. But does GO make up for those missing models? in that case I'll just get the CS Pack in the winter sale.

Yeah it is, plus i don't think the games will run with gmod if they arn't on your account. Otherwise you'd have to get a pirated copy of gmod as well.

If I remember right, you can download most of the textures legally, actually.

For most maps, the game looks for the textures in your steam folder. So, he would still need the game to play the maps without seeing red error signs and pink textures.

No, cs:s has different textures, but cs:go is being added to gmod so you'll need it too after the next update to gmod this month. If you want cs:go get it, but i'd wait til winter sale for cs:s.

I guess I'll get the whole CS pack. My friends play CS 1.6, I want CS GO, and I need CS:S.

Maybe a newer version of GMOD will include CS:GO, but I'd say it will still be using textures and models from CS:S (which quite clearly are different from those of CS:GO)
