can DLC keys be shared?

Of course you may share them. :) Know that we can't track those automatically though - we do manually try to look at the base game for having playtime at the very least. Also some DLC's have specific achievements and/or leaderboards available that we might look at (Slash it 2 has those for example). Please take care as DLC's might not always get (enough) entries.

can exceptions be made with free (no CV) keys?

as per PA (awesome) tool, if i "know" the game i gave away, and winner has a low Playing score (like 50) can i still approve it?

Yes, you may always approve them whenever you want. If you are happy, we are too. :)
