Thats why Valve needs to upgrade their review system.
-It should be a multiple star rating system for multiple categories (Controls, Graphics, Gameplay, Story, Multiplayer, Content and many more)
-You should be able to create your own categories (good and bad points)
-You should be able to push a button for each category. Then you should gett a list off the most valuable opions why it is good or bad (Story: Multiple outcomes, Indept character development, Many missions etc)

I also see many people give bad reviews like:
-Bad graphics for a game that is 20 years old.
-Game doesnt work only because their pc is to weak (but Valve should implement: Steam can scan you system and give a warning if your system is to weak to play the game
-The game is to hard. because some people cant handle it, or their is no hand holding.
-Bad game because it is a mobile port. This doesnt mean that it is a bad game.
-There are many more reasons, but i can think of any more for now

So much this.

The current review system is so archaic and black and white.
A 1-10 (and N/A) for various categories would be so much better.

Idk how often I've come across a game with a great story, but because it doesn't have flashy graphics, it gets downvoted. With your suggestion, I could go right to the "story" rating (or whatever category I'm searching) and get what I need without reading 20 "Omgzor! This game suckz cuz no quality graphics!" reviews.

Yeah, let's let shady devs sell broken products by using fake advertisement and have NO way of warning the average users who don't do any research other than glancing at the reviews. That's a great idea. [/s]

The moment they decide to sell their products, devs open themselves to criticism. Lack of content at any stage of development is perfectly valid criticism when they are selling it to people for money. If criticisms hurts their feelings (or your feelings...) and they need funds then they should just release the unfinished game (or part of it) as a free Demo and ask for donations rather than an entry fee.
