That's the problem, you're not wanting to do it so you are trying to find ways as to why it isn't the answer.
The first thing I would have done is uninstall and reinstall the game, everything is saved on the cloud you won't lose a thing and it will more than likely fix the error you have.

what I tried:
-cache verfified
-appcache directory deleted
-beta test version of steam is turned off
-rebooted PC
-startup parametres w/h used
if I start cs-go.exe game started but in 'safe mode' - no official vac servers, I think maybe this is problem with steam or vac?
yesterday morning I had same but at the evening game worked ok, do u have any idea?
*UPDATED: I can't launch ANY Valve Game - no cs 1.6, source halflife - same unknown problem!
UPDATED: problem suddenly resolved, I don't know how!
