That happens with all games. Restart Steam and/or your computer, if it still doesn't work, go into you C:\Program Files x86\Steam\ folder and delete the two .blob files. Then restart steam.

most likely when the game is not available in your country, you can still play it if someone gifts it to you.

I'm sorry, I misread your post. Um... I don't know. It's possible, but I don't think you can play an unavailbable game via gift. I tried a steam key that was unavailable in my region and it didn't work.

if someone buys it an then gifts it to you yes you should be able to play it
at least thats the way it works here in germany with cut and unavailable games
