Only if one is caught ^.^ but that's part of why I ask here,I don't care about tos, but I still try to keep just within the bounds of not getting banned (and if I do, hey, not like it suddenly becomes morally wrong to get cracks for everything I've already bought)

I have noticed on some bigger games (Assassin's Creed serires, CoD, etc...) they have such restrictions, but they are not present on smaller/indie games.

Actually the new COD was recently unlocked. Its available for 12 TF2 keys pretty much across the board now. Its also worth noting that even if a game is locked in Russia, Steam has so many new currencies that Indonesia and the Malaysia are also becoming very viable trade markets to get games cheaper.

In order to buy from the Russian store while not being in Russia, you have to use a VPN or a proxy server. This is against Steam TOS. They'll suspend your account if they find out.
So most people buy from Russian traders instead who trade games for TF2 keys or items or whatever.

vpn is a method to trick the steam store into thinking you are from a region DIFFERENT than the one you are actually in, so as to be able to use your money (or steam wallet) to directly purchase from another store (such as the russian store) - this is against valves 'rules' and you can have your steam account locked for doing that.
Getting a russian to buy a game from their store, and then trading it to you in exchange for something of value, however, is fine.

By all means trade with people who live in Russia. There's nothing wrong with that as far as I'm aware, as with all treading be careful of region locks and scammers. Just don't use a VPN or something to buy them yourself.

Most of the games now will restrict cross-region trading. Steam have recently changed a lot of the game "packages" to prevent this sort of thing. Apart from that, some games can only be activated and run in the country of purchase (this is highlighted by a ! in the gift).

Um Valve did a mass roll out of the restriction to almost every game. The developers/publishers have to request for the block to be removed otherwise it is on by default.

Because they would have people bitching at them that "I can't gift this game to my friend in the UK" or something like that. Trading is such a small niche, you have no idea. They probably make more money off of people gifting than they lose in cross-region trading. Talking about Steam, of course.

Don't EVER buy on Steam from a country other than your own nefariously (i.e. using VPN). When you hear people scream about "Don't use VPN", the quickest way to a ban is by purchasing over VPN. Purchasing is far more likely to get you caught than if you just used a VPN to activate b/c if say your CC is in Euros and you purchase in rubles, the exchange fee falls on Steam so they're much more likely to catch you and they do ban for this.
Its also worth installing "Enhanced Steam" to Chrome so you can view prices in other regions very easily. Russia is almost always the cheapest, but if its locked there, its worth checking the prices in Malaysia and Indonesia too.
Go over to Steamtrades and search "Russia", you'll find dozens of threads of traders, many of whom are very trustworthy that will get you any game you want for a key price/paypal/etc. Some are looking for more profit than others, so just do some looking around. Typically the same game will be about the same price with all of them, but usually 1 or 2 will have it at least slightly cheaper. Other places to check are Dispenser.TF and TF2Outpost.com, and you can get lucky on both of those sites but I tend to find prices higher there.

What happens if I buy from the Russian steam store? the conversion on games seems like I am saving quite a bit, but if I buy from the Russian steam, how does that work? any reason not to? I only looked into it cause I've been hearing people talk about it xP thanks in advance for your answers
