A lot of the ones you see might be trading. That's a system to transfer steam wallet, since you can't actually just send someone money from Steam wallet. Say you want to give someone $20 Steam wallet for a game. They list a worthless item on the Steam Marketplace for $23 (to account for the percent Steam takes off, which I think is 15%), and you buy it. THey then gift you the game.

When the game is from another dev, Valve takes 5% and the dev gets the other 10%.

Yeah, I agree. I'm not going to get angry about the fact that Steam and the devs want to make money off this system. Why shouldn't they? Besides, the devs getting 10% is awesome. Game developers usually don't make enough money for how much work they do anyway.
