I have Castle Clashers which is only activated in Turkey. If someone wins a giveaway , will i able to give it a person from another country by selecting send as a gift not by trading ?

No. Choose that the giveaway is region restricted so someone from Turkey wins it.

No, you wont. If you are planning in making a giveaway with it, make sure you mark it as region restricted GA so only people that can activate it can enter the GA.

I have a couple of Russia region restricted gift of Daedelic bundle. Can I do private GA for my Russian friends and if so how many of them minimum need take part? The steam bundle pack 11 games in pack.

Yes, you can do a private giveaway just for them (give them a link) or make a whitelist giveaway (if they're on your whitelist), anyway, make sure to mark it as region restricted.
As for how many people need to take part... Well it doesn't matter if you just want to give them a chance to win.
If you want CV, and I'm guessing that's why you're asking- a minimum of 5 people.

As you're clearly not very familiar with the rules I suggest you read this :)

I have done lots of GAs public and private. Private GA I had some doubts as I have very less Russian friends on list. maybe 10 and Maybe 7-8 can take part sow as making sure I was safe is alll for getting CV. Thanks.
