Oh actually I knew a Russian with a trade ban, I asked him why he was trade banned, and he said because he traded to some Chinese girl a game saying it was ROW, he lied to her, so she wrote to support and he got a trade ban, and I guess trade was revoked, so I suggest you writing to Steam support, this type of scam is punishable by Steam Support, just do it so this guy stops scamming other ppl. But don't try to activate your game via VPN. But first try to ask the trader to give you back your items you traded.

So report him to Steam support, but open a ticket, not just "report" button on his profile, they might help you and stop him from continuing scamming, and revert trade to get your items back, this is clearly a scam, and Steam Support must help in this case, as I heard they helped others with same cases.

Would making a fresh account just for that game work so if Steam banned the account they'd only lose the 1 game? Or would they search to see if anyone from the same IP was accessing other accounts then ban all associated accounts too?

They said like a kanjillion times that they don't ban your Acc simply for activating a game/key that was already bought. Ban is only applied when you use a VPN to BUY on RU-Store for example or if you use cc-fraud to pay for your stuff. However there is a certain chance, that they remove the region locked game from your libary again.

Don't be so sad, there are people who were scammed and left with nothing, you have the game, i suggest you to trade it for some other game (probably no one will trade it for the same game but without region lock), if not, give it away on gameminer or somewhere else (steamgifts not allow to give away region lock games) but trying to use VPN.. you really don't care about your 160 games? if yes then try, but be warned, if steam will find out, your account will be lost forever

It has the dreaded "AllowCrossRegionTradingAndGifting No" tag https://steamdb.info/sub/42480/. In most cases it should have a warning attached to the gift but I don't see it. I also don't see warnings on the store page about being region locked. It could be that the user was unaware about this. I would try to contact the trader and undo the trade.

Actually, the gift copy he got has no indication of a region lock, it looks "normal", so he had no way of knowing it was locked in the first place. It's most likely because of a retroactive lock - inventory copies don't get the "red text" warning these days.

Even after that lock it looks weird. I'm from Russia, it looks normal in my cart, but it does have a warning now when I try to proceed. I'm not planning to buy it, so I can't tell how it will looks like after the purchase now.

That's how it happens after the new store update. If you buy the game right now, it will have the region lock warning in your inventory, as it should, because the game is locked now. This thing with no warnings only happens with games that were locked retroactively, that is, if you bought a game before they applied the lock to all inventory copies.

It's mostly to allow regional pricing. People in the US make more money than people in Russia, so companies can charge more in the US than they can in Russia. But if they do that with something that's sold online, all the US people will buy the Russian versions, right? Hence, regional pricing.
Remember, the goal when setting prices is to maximize (units sold) x (per-unit price) -- minus per-unit overhead, but that's infinitesimal for digital products. You lower your price, you sell more units; and there's a certain sweet spot where your profits are as high as possible -- lowering the price wouldn't sell enough additional units to make up for it; and raising it would sell fewer so you'd earn less. That sweet spot where you maximize that value is going to vary from region to region based on factors like demand, the amount of free spending money typical customers in the region have, and so on. Regional pricing allows a company to target it more precisely.

I don't know where you live or what bank account you use, but in germany you can take back the transfer within several weeks. 2 weeks are free of charge, after 2 weeks you get charged a fee.
If you sent it via paypal, there should also be several ways to get the money back. Also, 4700€ should be worth contacting a lawyer or going to the police.
Not to mention the feds/taxes. When some guy sells you games for that amount of money, the feds could try to get him, since that is obviously a business and I doubt that he actually runs it as an official business. Otherwise you would have a receipt, name and adress and it would be easy to sue him.
I don't want to judge you or your actions, but this story seems to be way beyond belief.

Take it up to Steam Support.. you had no way of knowing the gift was not redeemable since there's no info on it. That's a problem they should deal with, they can probably switch it to a copy you can redeem if you explain it to them nicely and insist that there was no way for you to know.

You can take it to Steam support with chatlogs, but the best they can do is trade ban or probate him.
As for you, why would you trust him if he says it's region locked? Just put your over the gift and read carefully, it'll tell you the region.
And don't VPN, Steam could ban you for that.

Banning the seller is just rude, game devs' are the ones to blame here, they put retroactive region lock on this game 5 days ago, locking already bought games as well.
And already bought gifts look normal without any sign of being region locked, check OP's steam inventory.
As far as I can see, OP have few choices here:
1) A (very long) conversation with steam support, so they would unlock his game (which I doubt that it will work, since the support could be exploited to unlock more games for profit from now on in this case);
2) Contact the game seller and persuade him to trade back (which he already refused as OP said). I feel bad for the guy whose (expensive) game copy he was selling got retrolocked right in his bp, but he did said it's RoW to OP.
3) (bannable by steam) VPN
4) Keep the locked copy like a memo (and buy a RoW version)
5) Raffle it in a group/private raffle for those who will be able to activate it (and buy a RoW version)

While I agree that its not nice to retrolock games, devs are not to blame for the scam. The trader lied about the gift, traded it and now refuses to take it back. That is basically scam. And scamming people is against the steam TOS. Violating the steam TOS is a reason for a ban. That has nothing to do with being rude.

The gift copy in your inventory has no indication of a region lock, which is pretty common these days with the retroactive locks added by the publishers. I suggest contacting Steam support - tell them there was absolutely no way for you to know the gift was restricted, since there was no warning in the text description or the regional tags. Be patient and persistent - you'll most likely get a bunch of copy-paste responses first. Take some screenshots of your inventory and the game's description (like this) and attach them to the ticket.

Hello there! Here's some background information:
All Steam games are tagged internally with the Store ID they were bought from. "Internally" means you can't see that in a clear way, but the information is stored in the gift properties. This applies as well to games bought with the well-known browser glitch.
As @KBoomDUMAL said, this game features the AllowCrossRegionTradingAndGifting = No tag / flag.
Unfortunately, this tag / flag does not work as expected so far. You should not be able to trade or gift this game in the first place, with people in a different store / region than this was bought from. But Steam does allow you to do so.
It's only during the time of activation, that Steam detects this game was bought from a store / region different than yours (through the gift properties) and refuses to add it to your account.
This does not apply to EU tiers so far. You can still trade / gift games from one EU-tier to another Eu-tier.
No other trader from the store / region this was bought from, or any other store / region than yours, can buy you a copy of this game so you can add it to your add account. Even if you accept a loss. You cannot have FM 2015 in your account that was bought from another store / region. Not with a legit way.
Allow me to suggest that:
BTW this game is region-free as the territorycode = Territory Not Set (-1) flag suggests.
You just can't activate it, if bought from another store / region different than yours. And this is the case with many new games.

AllowCrossRegionTradingAndGifting originally worked like it says, preventing trading and gifting between regions. However it was possible to skip it by sending to non-steam email and then it was free to redeem.

i can't see any region lock in your gift, maybe there is something worried in your steam, try to contact steam support, maybe its take 2-3 days to response but its still better than it kept in your BP
