Remove the leading slash and it decodes to this in UTF-8:

Not sure if that's meaningful, but it looks much better than if you leave the slash... except for the QQ

Try a ROT13 switch or something? Maybe swap case (upper to lower, lower to upper)?

It might be some other encryption using that quote as a key...
