there is none. any other way constitutes fraud and can get your steam account banned, the only way is from steam trading/gifting. or there is keysites. amazon, and sites like that, just cant switch your account to a "foreign" account

I wont lie I've done it for close friends in the past, but it's risky to do for strangers cause it'd be easy for them to charge you back for the money, seeing as how there is no physical item being sent it's hard to prove you actually delivered the item. If you are looking for a way to get Unrestricted/Lower Priced game, I suggest becoming friends with someone in the USA.
