Don't use the key and tell the creator of that giveaway to reroll.

Tell the creator and give him a chance to provide a non-region locked key. If he doesn't after 7 days, mark as not received.

Tell the giveaway creator to give you non region locked key. :)

Tell the creator to re-do the giveway saying this time that is a region locked giveaway

Ask him for the game without region lock, after 7 days mark it as not received and report him

Tell him he should give you a working key or gift and send him a link to the FAQ. When you won't get the game within 7 days just mark it as not received and maybe make a support ticket.

Tell giveaway creator to send you a key for your country.

If he does, everything is fine. (Always can find a solution that works for both parts btw..)

If he doesn't, report him.
And try to trade the key as fast as posible. :3
