I don't mean to sound like a prick or something, but wouldn't it be better worded if you said something along the lines of "I will/might add you to the WL if you meet these points/requirements".
Rules sound so... opposite of fun, and more a thing of groups or so.

Update:
Recruitment was a success, my whitelist is now composted of 20 steam friends + 80 SteamGift Users. 100 spots is a good number. 1% odds if everyone enters any given giveaway I create.
This number will change in the future, but will stay as is, for now.
I will leave my thread open so that the people that applied last can read if they got accepted. Thanks to all of those who applied, this community is so much fun.

I'm looking to expand my whitelist. All of my previous GA have been public except for a few private ones. I'd like to start doing whitelist GA, they look like a fun thing to do.
Rules for my WL
1) Have an overall ratio close to or better than 1:1 and level 3 or above.
2) Don't cheese the system. CV exploits
3) Create whitelist giveaways once in a while (last 6 months)
4) Be nice with each other
I'm welcoming people with open arms, my whitelist is almost empty. In the future I will be a little bit more strict and clean it up a bit. Please don't take it the wrong way. Remember we do this for fun!
