This is an unusual situation. Technically, they should have activated it by now and they're risking a suspension by not having done so. If you can't get it sorted out with them directly, you basically have three options:
1) Leave it and report them for non-activation (this seems like the meanest option).
2) Leave it and do nothing so it just kind of stays in limbo (if and when they do claim it, there's probably a good chance they'll try to trade or re-gift it, since they don't seem to understand the rules).
3) Request a re-roll to try and get it settled. This would be much the same as being unable to contact the winner. You'd want to get a screenshot of the gift showing it had been sent and then reclaim it before filing the request to make sure it wasn't claimed in the meantime and then have the re-roll granted, leaving you in a sticky situation with a new winner and no gift.

So I am new here, signed up a week ago. My first day, just to see how things worked, I made a GA for A Merry Payday Christmas Soundtrack DLC for Payday 2 since I had one left over. So the winner was picked, I sent the gift to the winner's email and marked the contest as sent. A day later, the winner marked it as received on the contest page. When I checked today, it still shows the item in my Steam Inventory with the winner's email attached saying it will be sent to them.
Now, here is my question, it's been a week now and the item is still sitting in my Steam Inventory. It says the gift was sent to the winner's email and as I said before, he had marked it as received, but yet the prize still sits there unclaimed. What should I do about this?
I have tried to contact the winner to find out why he still has not claimed it and have not heard anything. I planned to at least give the winner a few more days at the very least to claim it. Just wanted to get some feedback on this since I can't seem to find anything on the FAQ about it.
