I think what you've got to do in this case is either ask the creator for a not region locked key, and if they can't provide one, mark it as not received or ask the giveaway creator to reroll the giveaway.
I'm just assuming it's because you're in a region the game just can't be activated in for whatever reasons and not that the creator forgot to choose the correct region for his key during giveaway creation.

Could be too easily abused, imo. Say you can't activate because of a region lock (there are some very weird region locks, so the creator might not even be able to check) and give to friend or something. Also, you don't really get into trouble if you don't send a gift and the creator can request the giveaway to be deleted or changed, if the winner agrees.

Correct Elunes, I live in the US and have twice received keys for Brazil stuff, 1 game and one DLC. Ended up eating a 5 day suspension due to it and not knowing the rule and just hitting I have received the key because I had and then just regifting it so another could get it.

Suggesting they have a new option for when you receive a game from a giveaway where if you can't activate it due to a region lock, you can specify that on the website.
That why you don't get in trouble for not activating it as I have before and the poster doesn't get in trouble when you don't receive it if it was an accident.
Since you can't personally verify a key without using it, law of averages is some people will end up getting a key with a region lock and not realizing it and give it to another. This way, they have a little leeway on it where they won't get in trouble for it unless it has multiple attempts but at the same time, they don't get credit for it and the one who won doesn't risk trouble for not activating it.
