Ehm, I don't know, G2PLAY maybe? You can check out Allkeyshop for prices.
Also, you can try buying your steam games from traders from other ROW regions (if you also live in a ROW region) that have cheaper prices.

ROW = Rest Of the World.
If you're living in a country that its steam store doesn't have region-restricted games (this means you live in a ROW country), it means that you also can't activate region-restricted games in your account, so you need to buy games from ROW regions only.

You are welcome. If you decide to buy games from traders, keep in mind that there are many scammers everywhere, that either won't give you your game or that they will give you a game that will get revoked, so only trade safely and with people that you trust. Otherwise, check out G2PLAY or other cheap sites that you can find with the help of Allkeyshop.

Nuuvem is a very good one. The bundle sites (like indiegala) depend entirely on what you can get from the bundles, but I've gotten my hands on some pretty good bundles.

Depends on where you live. If in a region that carries inherently lower Steam prices like Russia, Brazil, China + most SEA countries, India, and so on, then on Steam during sales.
If you live in a country that is not region-locked on Steam, then use IsThereAnyDeal.com to see which shops carry the best price for a game.
Also, if you are a subscriber for the Humble Bundle Monthly, then you get a 10% discount on everything, including games on sale. Downside is that they often match other stores with this 10% plus, but you can also get a 5% chargeback on your order.
