If I buy valve complete pack and I own some games from it, will those games count as gifts?

No, just several games could become a gifts.

I'm pretty sure that the valve pack in an exception. Usually you wont but I think they so with the valve pack.

Afaik you wont get the majority of those games. The two exceptions are Half-Life 2 and Half-Life 2: Episode One.
