I would go with 500gb ssd. If you want to have a bunch of games/programs installed parallel. If you always deinstall finished games immediatly the 250gb should be enough.
If you dont have the money, save on the graphics card and upgrade/replace that later (in two years or so).

Too much ram, just get 16gb. If you get two sticks of 8gb you can still upgrade later if u need it anyway but if u get a cheaper deal on 4x4gb that's fine too. Get a 500gb SSD because you will probably play big AAA titles with that PC and they tend to take a lot of space. Get a bigger HDD too if you download a lot of HD videos and stuff.
Processor is way overkill for the GPU. You will probably keep that PC a long time though and upgrade the GPU once or twice, so if that's what you want to do, that's fine.

Is this for gaming, or streaming etc? Going to guess its for gaming purely because you only have 1TB of hard drive space, since if it was for streaming I would maybe increase it to at least 2TB if you have the spare cash. If it was for gaming then i7 is not needed because you will not use it for hyper-threading, (for example, recording and rendering youtube videos while gaming). So get a i5 4690k, I have it and its a great processor! Then the ram is just ridiculous, you can easily go for 16GB and not need an upgrade for a long time... Plus ram is cheap!

Is it really that common to not have an ODD anymore? I use mine all the time for drivers, movies (Both watching and copying), etc. Purchased a blu-ray writer for $30 and haven't looked back.

Yes, it is, people are used to download drivers, and movies, or streaming, I have a laptop with a DVD drive, never used it in 4 years. My next pc will not have an odd because I dont see the point in having one. CD's are like VHS, It was nice to have them when nothing better existed, but now we have the internet, and in time of crisis we have usb flash drives and sometimes external HDD.

This is pretty much high end and you can't go wrong with it. Thread, asking about opinion on this PC is completely useless.
