I read about Steam's trading policies and they mentioned they can give back scammed items as long as it's done in the trade window/trade offer panel

Yes they can, by doing a charge back on the purchase. It gets the buyer account banned IIRC, but scammers will just make another.

He has GTAV on his accout too though. If what you said is true, could he have used another account to make the purchase instead?

Setting aside his rep and game library count, can his copy get revoked after we've traded even though it's a tradable copy?
