Word processing treats superscript as a font formatting, but Unicode can't dynamically modify characters in the same way. As such, it's not a matter of supporting a character or not, since actual "conversion" to superscript never happens- rather, Unicode has separate blocks for superscript and subscript characters. Sites like the one I linked merely match basic characters to their closest super/subscript counterparts.
Since Unicode is primarily concerned with including such characters for their usage in math and science notation, it typically only includes characters with functions related to those fields, outside of basic Latin alphabet characters and numbers.
In short, pretty sure no katakana characters are listed in unicode's superscript or subscript blocks. :X
