Since you've played Grim Dawn, take a look at the Reign of Terror mod for it, it's great!
Grim Dawn is, IMO, the best ARPG since Diablo 2

It's not available on Steam. It's old, but was a great game and underrated due to being labeled a Diablo clone at the time it came out. LOL!

I'm gonna drop a weird one and say Terraria.

A lot of people think it's 2D Minecraft but it's actually half Metroid half Diablo. It's true you can spend a lot of time altering the world but to progress you'll need to grind bosses for their drops and spend a fortune to reroll their modifiers until you get the one you want, just like in Diablo-likes.

Darkstone, it also allows custom quests and comes with the tools to make them, but it's an old game and the versions you can buy in Steam and GOG are not very well optimized to work on modern computers so you might need to do some work, i was able to make my Steam copy work well by playing in compatibility mode for Windows 98 and adding the -32 command in the launch options.

Lost Ark is Diablo-like.
Personally I think Path of Exile is the best Diablo-like around, maybe even better than Diablo.

Killsquad have things of diablo series, but is kinda different. I play it alot some time ago and dont know the current state of the game, but the devs work alot and change/add lots of things with each big patch.

You should check out Arcanum, though you will need to do some work to get it to run properly, but the tutorial right on Steam was all I needed to get it working like it should, so it wasn't too difficult. Was a game I played tirelessly back in the day and ended up buying on Steam again years later.
