At least 120 gb SSD. Even 64 is not enough for just the OS/Programs. And dont limit it with sata 2( i guess you have sata 3 support on yr mobo)

Depends on what you are doing with your Pc.
If it's only gaming, 4 GB RAM is fine for most of the games.
A SSD is the best invention, imho. It really boosts the boot of your pc up like hell!
Changing OS depends on personal like/dislike of win 8.1. Both OS are very good. I was very sceptical in the beginning, but now i'm using it since... i think 3 months and i really like it, it's really fast and stable (also i could get it for free^^). Buy it, if you could get cheap, maybe.

The thing is, I don't care about boot speeds, as I put my computer to sleep always, so it boots up in a few seconds anyways.

It all depends on what you have now.
How much ram and what kind is it?
What is your CPU?
What motherboard do you have?
How big is your video card?
What wattage is your power supply?
Depending on the ram and CPU you already have, your best bet for speeding up games would be a new video card.
You have to make sure your motherboard can actually support DDR3 ram. If you have DDR2 ram now you more then likely can't put DDR3 ram into your computer (there are a few motherboards that can take both, but its an either or and you have to have a CPU that supports that kind of ram).
An SSD will speed the loading of things, but generally will not help your FPS in game.
Going to windows 8.1 from 7 is a waste of money and time. Its a tablet based OS you would be putting on a desktop. Unless you have a touch screen monitor you are using and unless you have a video card that can handle the latest DirectX version, its pretty pointless.

Looking at the parts now, I would say the bottle neck in your system would be a toss up between the ram and the CPU.
Seeing as how you already have 4 gigs of ram (is it 1, 2 or 4 sticks?) replacing it with just a slightly faster ram really will not get you any kind of noticeable speed increase. If you are doubling up from 4 to 8 gigs then you might see a slight speed increase but only if your windows 7 is a 64bit OS and not the 32bit version. (32bit can only see up to around 3.5gigs of ram, while 64bit can see up to 128gigs of ram.
There are not many games that can actually use more then 4 gigs of ram, but over all more ram can help (as long as the OS can see it all).
If you went from a dual core CPU to a quad core cpu, you will see a good speed increase.
The videocard you have now is decently fine, its still supported and getting updates. I've got an HD5770 1gig video card and still get good FPS with it, though I do have a slightly bigger system then you (AMD quad core and 16 gigs ram).
Again about the OS, don't waste your time going from windows 7 to windows 8.1. Your video card does not support the Direct X thats windows 8 can and if any games actually used it, which if I remember there is none right now that use DX12, heck there are very few that use DX11/11.1. The majority of games still use DX9.
If I was to upgrade, from what you have. I would go with either more ram or a CPU upgrade, more learning towards the CPU.
Though depending on how much space you have left on your hard drive, I would also consider getting a new larger SATA3 drive. The drive type I would go for would be 7200rpm SATA3 and at least 1TB or 2TB in size. (I personally like the Western Digital Black drives. Long warranties, decently fast and reliable)

this, but i suggest to save more to buy 2 and get rid of that nanya one.Also if u want even more, replace your cpu with smth like 955/965 (or newer 6100-6300) with a decent cooler and overclock it to the nuts. My old rig

to avoid possible problems with dualchannel, better use 2 similar ram sticks. the old one is 1333, make sure i will work on 1600 cl9, or the new stick will downgrade to frequency and timings of the old one

As I am building a PC, and the PC isn't as fast as I want it to be, I need to add more ram and stuff.
Currently, I have 35€.
Should I get a 4 GB DRR3 RAM (I have 4 GB atm), or a 32 GB SSD (since my primary disk is a 320 GB SATA2)?
Also, I've been thinking on changing Windows, from Windows 7 to Windows 8.1. Should I upgrade OS after the upgrade of the hardware?
