Is marking the game as send even in the case its not actually send aganist the rules?

Giveaway winner has refused the gift because he said he will wont play it if he had it anyway. Then he marked the gift as recieved i cant be sure if its aganist the rules to confirm that user recieved the gift even in the case its actually not. Should i choose another winner or should i mark it as confirmed?

If the winner marked the gift as received and it didn't activated it in his library then that's against rules

You should just reroll. Later on he could get suspended for not activating a gift that he didn't win.

Of course it would be nice if people didn't enter giveaways for games they don't even want.<br>It would make the giveaways a little less bloated.
