I just won a game that I didn't realize was regional. The gifter emailed me the actual key (letters/numbers/dashes) as text in an email - there was no transaction on Steam. I tried entering the key, but Steam won't accept it. How can I verify that the key was actually real? Was this guy being honest, or is he possibly scamming? If it was real, since I can't use it, can I give it away or is that against the rules? I hate for it to go to waste...

Not sure how to interpret:

"Do not submit CD-keys that require VPN activation or methods to bypass regional restrictions."
"Do not submit guest passes, beta keys (Dota 2 and CS:GO giftable copies whitelisted), or in-game items from games such as TF2."
