The reason why people suggest older ones is the amount of scripts they have, which is very important thing for RPG Maker in my opinion.
As for the suggest I would say go for the newest one but if you will need scripts, for now VX Ace has the most. MV going there slowly for sure but that's that. I guess just like Lugum said, it's for the best waiting for an another RPG Maker bundle to test them all for a cheaper price.

No problem.

Even if you don't plan to make something commercial you may still want to check scripts, after you get familiar with RPG Maker. They are pretty useful and even might give you ideas.
For MV here and for VX Ace here.

And of course you can always make your own assets if you want.

Not really an expert on the matter, but newest ones seem to have 200+ dlc expansions, but older ones are just 1 thing. It could be a pro or a con depending on point of view (spend extra money, but save time from making assets, or not - but having options is good).
Also, if you aim for long term usage of rpg maker, new version should keep becoming relevant more and more with time, unless it has some glaring flaws I'm not aware of (and I'm aware of none of them).

Little late to the party, but it's really a toss-up between VX Ace and MV. VX Ace is generally cheap, a lot more compatible with older computers, and has a wealth of good scripts prewritten if you want to do things the basic engine doesn't really allow for. MV is newer, supports higher resolutions, and can export games for phones, MacOS, etc., but because the engine is written entirely in Javascript, it tends to slow down quite a bit, especially on older machines.

If you plan on writing your own scripts rather than ones others have written, I'd consider whether you want to learn (or already know) Ruby (for VX Ace scripting), or Javascript (for MV).
