if i remind correctly there is a chance of redeeming keys by some script / command line tool, not sure though

If you have the patience, you can use ASF to redeem the keys. ASF/ASFUI can help you quickly

You can definitely use ASF if you have access to auth codes for the account.

I am not sure if it's similar problem, but then I have problems to buy games (he told me what I can not do this) - I check my IP and it was from sanctions zone, so I just turn off router and media box for 30-40 min. It's change my IP and problem gone.)
