This is happening to me also but its not the first time its happened. Usually, a few hours later it appears. If you have received an email from IG and paypal, then the payment has been processed but it is taking time for it to appear on your IG account is all. If it hasn't appeared by tomorrow, then drop them an e-mail.

It seems like Dev revoked all unused keys of In Game Adventure: Legend of Monsters

Edit: I haven't checked myself whether unused keys are revoked. I'm guessing from Dev's comment.
Edit2: I tried use my unused key and it was dupe.

A key for a bundled $1 game that had a 90% coupon ($0.10) should certainly be disabled to prevent high profit grey market resale.

I guess the dev doesn't understand those keys are sold to actual people. Whether his contract with IG expires or not, thousands of people will still have those keys... There's already license expirations and studio money saving measures meaning that online servers for old games are shut down.

Yes, but licenses expiring do not apply on already purchased items (if Steam loses license to sell the Deadpool game, existing gifts and keys that have been regularly sold are still valid and can be traded etc). Online servers being shut down also do not effect offline play (if present) or the ability to download games (I didn't try recently, but I'm pretty sure I could download Darkspore or Lego Universe clients if I tried).
