This is happening to me also but its not the first time its happened. Usually, a few hours later it appears. If you have received an email from IG and paypal, then the payment has been processed but it is taking time for it to appear on your IG account is all. If it hasn't appeared by tomorrow, then drop them an e-mail.

I guess the dev doesn't understand those keys are sold to actual people. Whether his contract with IG expires or not, thousands of people will still have those keys... I'm glad we don't have to deal with the same bullshit for physical products irl. Imagine your phone refusing to work 2 months later, just because you didn't start to use it immediately after your purchase. Or Samsung's contract with Qualcomm expires and all the phones with snapdragon chipsets can't be used anymore....
