If you can prove support that they could not get the code from the previous tiers, then yes.
Also, I'd suggest using paragraphs when you try to describe your problem to support. It helps if they spend a few hours less decoding the message. :)

Have you tried to find the imgur pic with google? Depending on the privacy settings of the pic, it should be "hidden" so that the user could only get the imgur URL from the previous tier.

Just so you know, I won of your ga, Mini Metro. I don't know in which tier it was, but it was not the Tier 0, because it was behind a SG-tools check. I didn't do a single ITH, I didn't even know there was one before you talk about it here.
You must have broke something somewhere, because I didn't cheat to enter, but I could.
I actually use ESGST, and the Train Extractor. If you extract the tier 0, a SGtools link appear, and it linked me to the train in which Mini Metro is. You can try yourself with the add-on.

I can confirm, tried the extractor just now and it showed that sgtools link. Before I get crucified I only did this now to verify what happened, not when the event was running, and I only entered the Tier 0 Train.. The SGtools link and Mini Metro was in the Tier 1 list and HarrisMA talks about users who trespassed into Tier 2 and above, and the same trick doesn't work to get from Tier 1 to Tier 2 (the SGtools of Tier 2 doesn't show up with the extractor, only for Tier 1) so your case is different, I think.

I chatted a bit on Steam with HarrisMA, yeah actually i didn't understood where the ITH were. I just got confused because i didn't found the sgtools by myself, and thought maybe I skipped a puzzle I should not have. (and actually yes, the link was hidden, but HarrisMA told me he/she was okay.) so i guess everything is cool now :)

Can I ask one question? Where was first parts of ITH hidden? I've found 2 in your profile and 1 was encrypted at the end of train that was in hidden sgtools. And I failed to find more. What did I miss?

I think you can report it for leaked GA, if higher tier couldn't be accessed unless you pass the lower tier sgtools gate. And when you are at it, I think you can report the leak to knsys, just give him the sgtools link and he'll look for possible invalid entries. If proven you can ask for actions that could be taken like temporary/permanent ban from sgtools check.

You said there were similar multiple entries right?
- 2 users passing 2nd gate without passing 1st gate.
- 3rd user passing the 3rd gate without 2 prior gates or something like that.
So you let 1 user at the last moment, and what about the other two?

What I have understood is
Tier 0 - Open
SGTools Gate #1 --> Tier 1 GA--> ITH --> Reward = 1st part of SGTools link1
SGTools Gate #2 --> Tier 2 GA--> ITH --> Reward = 2nd part of SGTools link2
SGTools Gate #3 --> Tier 3 GA
And Finally the Sgtools link1+SGTools link2 --> Reward GA

So 2 ITH gives you the links for SGTools Gate #3.
Then It sure looks like a leak to me. How can anyone only pass SGTools Gate #2 if they didn't pass SGTools Gate #1 (#2 is protected behind #1).
And to get to SGTools Gate #3 you need to pass both SGTools Gate #1 and SGTools Gate #2 solving both ITH protected by 2 gates.

Q1: Only way for finding leaker is cross-checking Steam Friends. Is there a single friend all leaked entrants have?
Q2: Yes and no. SG will only reroll leaked entrant, not suspend them (suspend only leaker if you find him). But no matter if person won or just entered they can be banned from SGT. So for SG its a NO but for SGT a YES.

Don't call names, only provide 3 sgtools link. And be sure to include name of user that you let pass, and ask to ignore entry from him/her.

What TFrostPG said, remember of No Calling Out rule on SG - provide knsys link to SGT entry and if it was a train (afair it was) links to GAs in train they entered without going through SGT gate. If it was impossible to get to SGT-Gate-2 without going through SGT-Gate-1 and they are on list of Gate 2 but are not on Gate 1 it is still bypassing SGT. Ofc if there was no other screw up on your part for example which let them in, wrong link somewhere etc.

SGT links and links to GAs where you find these leakers joined. As I understand they joined further GAs in train and SGT is linked jist to single GA - 1st GA of train part, so you need to show which GAs in train have leakers entering.

Theorethically User Report, but if you get no answer (which you may because big queue of user reports) use Other which usually gets faster replies ;)
Also contact knsys outside of SG (cause no calling out). People who entered leaked ga get temporary ban (1st strike is 1 month I believe) but person leaking GA gets instant permaban from SGT.

There might be different categories as per your issue. 1 report for user who got to GA by leaked source and 1 report for who you suspect to be the the possible source of the leak. Cases can be as following
User that got the leaked link
- If the user in question is the one who won by only passing limited games (#2 but not #1, #3 but not #1 and/or #2) - Create under Re-roll reason Leaked GA
- If the user in question has entered but not won passing only limited gates(#2 but not #1, #3 but not #1 and/or #2) - create Under User Report --> reason --> Other.
User that leaked the source (Only create if you have enough information and proof)
- Has won a game - Create under Re-roll reason Leaked GA
- Has not won a game - create Under User Report --> reason --> Other.
For all those purpose provide event information, Designs of gate like you said above, Snapshot of all 3 gate entries in SGtools, Explanation of how they shouldn't have been able to enter the GA to the support.
