But to answer your question, no, you cannot. Once a game is activated onto an account, it is linked to it permanently.

Possible? Well, he didn't specify the duration of the "giving". It could just be temporary, a lending library per se. Steam would have to enforce a fairly open license policy, allowing 1 associated device at a time which allowed short-term transfers to different devices.
But definitely not possible or legit in reality.

Ok so what if I own a couple of games, and then I buy a pack that comes with... seven games, and two are ones I already own. Can I give away the two that I already own while keeping the other five?

I believe it depends on the pack you've bought, with some packs the games you already have are added to your inventory.

Don't worry, when you add a pack to your library, any game you already had will jut vanish into ether. They merely activate all the items in your library and whatever you already have is simply ignored.
There are a few exceptions which will give you an extra copy in your inventory but they are clearly labeled as such.

I reason I asked is because I bought the Just Cause 1 + 2 pack, and I don't really want JC1.

Yes, I have only ran into this with the Serious Sam complete pack. It gave me back giftable copies of the games I already own. It is very seldom that happens I have been informed. I am sure the Just Cause pack would not do this. Might be better to make a giveaway for the 1+2 pack and go purchase the one game wanted. As that is all you will get anyways when redeemed.

Steam's packs cannot be split and have to be activated as a whole.
