why i can't create a giveaway?

"The maximum number of giveaways based on your current feedback score has been reached. Once your current giveaways come to a close, and gifts are received, you'll be able to post additional gifts."

i have 3 deleted and 3 received so why i can't create new?

actually you have 4 deleted (2x Sniper DLC)

The max amount of open GA you can have is 3 + (delivered GAs / 3) - (deleted GAs)

In your case: 3 + (3 / 3) - 4 = 0

As xSkeletor said, you can contact support, they can increase that amount manually.
